A recent study conducted by The RAC has revealed that a significant proportion of the yellow box junctions examined, totalling 100 across the cities of London and Cardiff, are found to be excessively large. This observation is leading to a notable surge in unwarranted fines imposed on drivers who find themselves caught within these junctions.

The problems with box junctions

A comprehensive analysis of 100 junctions in London and Cardiff, which accounted for the highest number of fines in 2019, revealed a staggering statistic: 98 out of these 100 junctions were significantly larger than required. In fact, on average, these junctions were a startling 50% larger than necessary to fulfil their primary function of preventing vehicles from obstructing the flow of crossing traffic. Of these junctions, more than half, specifically 53, were not regulated by traffic lights. Instead, it’s suggested that these junctions could benefit from implementing “keep clear” markings, serving the same purpose of facilitating traffic flow without the associated risk of incurring Penalty Charge Notices or fines.

Penalties

On Transport for London (TfL) red routes, the penalty charge is £160, but it drops to £80 if paid within 14 days. In London Boroughs, the penalty is £130, reduced to £65 if paid within 14 days. In Cardiff and other English authorities with enforcement power, the penalty is £70, or £35 if paid within 21 days.

The solution

Rod Dennis, spokesperson for the RAC, emphasizes the crucial importance of correctly designing boxes for their intended purpose. He asserts that these boxes should primarily facilitate traffic flow rather than serve as a means to generate revenue. The report urges the Government to promptly update its guidance to councils, emphasizing the necessity for clarity regarding the purpose and design of these boxes. Such clarity would ensure their usage only when essential and by clear and consistent design standards across the board. Fairer and consistent designs would ensure that motorists aren’t caught out by unfair conditions. Also, it should be the Government’s responsibility to make sure drivers are properly educated about how to use box junctions correctly.
