The European Parliament’s 2019 decision to require speed limiters on all new cars is nearing implementation. Scheduled to take effect later this year, these devices will automatically regulate vehicle speed, in line with the legislation.

So how does it work?

Named Intelligent Speed Assistance (ISA), these limiters will utilize GPS data and/or cameras for traffic sign recognition to determine the speed limit of the road the vehicle is traversing. Consequently, engine power will be restricted accordingly, ensuring the vehicle does not surpass the speed limit. Although there will be an option to momentarily bypass the system by firmly pressing the throttle during your journey, it’s important to note that this override will only be active for the current trip. Once the car is restarted, the system will automatically re-engage, ensuring consistent adherence to speed limits.

Is it mandatory?

Present in all new Volvos and models like the Ford Focus, speed limiters are among several safety features likely to be introduced alongside data loggers, autonomous emergency braking systems, lane keep assist, and driver fatigue detection systems. Despite initial concerns, the European Transport and Safety Council reassures that the system will include a full on/off switch initially, aimed at facilitating public acceptance upon introduction. However, there’s a possibility that stricter regulations might be pursued in the future, potentially leading to the enforcement of a permanent system.

When can we expect to see this implemented

Starting July 7, 2024, all new cars sold in the UK must have speed limiters installed. Even cars sitting unsold in showrooms must get them retrofitted after that date. The Department for Transport announced that instead of directly limiting speed, these devices will give drivers a warning when they go over the speed limit. This warning will involve reducing engine power, which is different from the original idea of strict speed limits.
